Have at least 3 years of relevant experience within the last 5 years
Hold a recognized exceptional achievement (as defined by the Ministère de l’Immigration, de la Francisation et de l’Intégration) or receive an endorsement from one of the following authorized Quebec institutions:
CALQ (arts and culture)
FRQ (research and innovation)
INS Québec (sports)
Meet the minimum French language proficiency: CLB 7 (oral) and CLB 5 (written)

Wait for an invitation to apply
Once invited, submit your application for a Certificat de sélection du Québec (CSQ)
After receiving your CSQ, apply for federal permanent residence through IRCC
